“入园难”的本质是人民群众日益增长的入园需求与有质量的学前教育资源,包括公办幼儿园、普惠性民办幼儿园严重不足之间的矛盾。一期行动计划使全国学前三年毛入园率达到67.5%,有效缓解了“入园难”问题。为了进一步解决“入园难”问题,教育部启动二期行动计划,在巩固一期行动计划成果的基础上,采取针对性措施攻克“入园难”问题。一、回望“一期行动计划”成果
