县委连同各部、办的档案划为一个全宗,从六十年代以来由于认识或心理的原因,大家都能够接受,几乎是不移之论,这是可以理解的。随着时间的推移,人们在实践中对这种观点和作法的真理性引起反思。正如毛泽东同志曾指出的“实践、认识、再实践、再认识,这种形式,循环往复以至无穷,而实践和认识的每一循环的内容,都比较地进到了高一级的程度。”县委及各部、办档案的全宗划分,不仅是个理论问题,更是个实际问题,它对于全宗规范化和档案的科学管理具有重要意义。笔者仅以管窥所及就正于行家。

Since the 1960s, all people have been able to accept and almost move on for understanding or psychological reasons. Over time, people in practice reflect on the truth of this view and practice.
