“国际21世纪教育委员会”于1996年向联合国教科文组织提交了一份报告,它是为解决全球面临的种种问题与危机从教育角度提出的基本对策。该报告的核心内容是“教育的四大支柱”的新构想,认为要适应未来社会的发展,教育必须围绕四种基本的学习能力来设计、组织。这四种学习能力是:学会认知、学会做事、学会共同生活和学会生存。其中,“学会认知”是使学生学会如何学习,即掌握认知的手段,而不在于知识本身,只有让学生会认知,学会学习方法,才能在进入社会以后,通过自学继续学到工作中所需的各种新知识、新技能。
