管道第三方破坏的预防和治理已经成为世界范围内倍受关注的焦点和难点问题。一些欧美国家于1996年开始管道卫星监测技术的应用性研究,并在管道线路优选、计算机辅助泄漏检查、管网模型分析、应急情况处置等方面得到长足发展。管道卫星巡检管理系统通过GPS技术和GPRS技术实现数据的实时传输和监控,进而实现巡检过程中的全程动态调度管理。管道卫星监测空中巡查能力取决于卫星的遥感传送能力和对数据的分析能力,借助于卫星高分辨率光学成像技术、卫星雷达技术、以及激光测高和红外技术的支持。管道卫星巡检和飞机空中巡检的可靠性相近,可用于管道第三方破坏的预防和治理。
