山西省晋城矿务局是被原煤炭部命名的质量标准化矿务局和现代化矿务局。1986年以来,晋城矿务局安全生产得到了根本好转,百万吨死亡率连续三年保持在0.5以下,跃入全国安全生产先进单位行列。特别是1988年,晋城矿务局勇于探索安全管理新途径,把风险机制、竞争机制、利益机制引入到安全生产中,在全局职工中实行安全抵押承包,从而保证了安全生产的健康发展。去年,山西煤管局给这个局下达的安全考核指标为1.8,实际下降为0.21,比考核指标下降了88.33%,比1987年的O.49下降了57.14%,创造了建局30年来最好水平,名列全国千万吨以上矿务局的第一名。晋城局的安全工作何以搞得这样好,其主要经验有四条:1、强化思想教育,重在求新一在格局上、形式上、内容上、方法上求新;2、强化基础工作,重在求实—在提高装备上、素质上、质量上、管理水平上下功夫;3、强化责任意识,重在求全—在全局职工中实行安全抵押承包,上至局长,下至普通工人,根据担负的安全责任大小来确定抵押金额;4、强化监督检查,重在求严—在控制、预防、监督、检查四个方面从严要求。有效地控制了各类事故的发生。
