1991年1月4日至7日,省水利水土保持厅在西安召开了全省水利系统科技与职工教育工作座谈会。参加会议的有各地(市)及部分县水利水保(水电)局、重点灌区、厅直单位主管科教工作的负责同志共69人。省农村科技进步领导小组办公室的负责同志应邀到会指导。省水利厅科技推广领导小组副组长毛光启作了开幕式讲话和大会总结,省水利厅科技推广领导小组组长刘枢机厅长作了“依靠科学技术进步,促进我省水利事业的发展”的报告。渭南、榆林地区、宝鸡市、陇县水利局和宝鸡峡管理局、省水产工作总站、省水校在大会上介绍了经验。与会同志还着重讨论了我省水利科技推广“八五”规划和1991年实施计划、《陕西省水利科技推广奖励办法》和《陕西省水利系统开展科教管理竞赛评比办法》等。
From January 4 to January 7, 1991, the provincial Water and Soil Conservation Department held a forum on water conservancy system science and technology and staff education in Xi’an. There were 69 responsible comrades who took charge of the work of science and education at all localities (cities) and some counties, water conservancy and hydropower (hydropower) bureaus, key irrigation areas and departments directly under the Central Government. Responsible comrades of the Provincial Leading Group for Scientific and Technological Progress were invited to attend the meeting. Water Resources Department of Science and Technology Promotion Leading Group, Deputy Chairman Mao Guangqi made the opening speech and the General Assembly concluded that the provincial water conservancy Department of Science and Technology Promotion Team Leader Liu Card Director made a “relying on scientific and technological progress and promote the development of water conservancy cause in our province” report. Weinan, Yulin area, Baoji City, Longxian County Water Conservancy Bureau and Baoji Gorge Authority, the Provincial Fisheries Work Station, the provincial water school at the General Assembly introduced the experience. The attending comrades also focused on discussing the “Eighth Five-Year Plan” of water conservancy science and technology in our province and its implementation plan in 1991, the Measures for Promoting Scientific and Technological Promotion of Water Conservancy in Shaanxi Province and the Measures for Shaanxi Provincial Water Conservancy System in conducting scientific and technological management competitions.
