改革是国力增强、民生改善、社会进步的强大动力。改革是拯救“国企”的背水之战。市场经济本身就是改革的产物,有一个不断完善的过程。对于国有企业的改革来说,虽然员工有探询、有疑虑、有挑剔,更多的是殷切期待。国有建筑企业的改革同样如此,改革是义利工程,是“希望工程”。建筑企业既不是垄断行业,也不是关系国家安全和国民经济命脉的重要行业和关键领域,是一个国家完全放开的竞争性行业。国家放开不管,省里也迟迟没有扶持的政策出台。上面政策等不来,发展机遇不等闲,企业要想摆脱困境,必须积极主动去改。改革的目的是为了提升实力,推动发展。要改革必须解决好三个核心问题:一是历史包袱;二是经济机制;三是发展活力。

Construction enterprises are neither monopoly industries nor important industries and key areas that are related to the national security and the lifeline of the national economy, and are completely competitive industries that a country liberalizes. The above policies do not come, opportunities for development ranging from uneasy, companies want to get out of the woods, we must take the initiative to change. The purpose of the reform is to enhance our strength and promote development. To reform must solve three core issues: First, the historical burden; second, economic mechanism; third, the development of vitality.
