In 2012, the program of outstanding legal personnel education and training was officially launched in the whole country. It is a national strategic plan jointly implemented by the Central Political and Legal Commission and the Ministry of Education to comprehensively implement the basic principle of “governing the country according to law” and deepen higher education reform in China. In this regard, we believe that the cultivation of outstanding legal professionals in the central and western regions can not directly duplicate the training model in the developed regions.
