就政府改革而言,现在需要的是全局性、系统性的思维,而不是走“试点先行”的老路对于“老改革”来说,“试点”这两个字有些久违了。所以在上海浦东成为全国首个“综合配套改革试点”后,很多人表现出兴奋和惊讶。从历史上看,“改革”与“试点”可谓如影随形。从设立五个经济特区,到确定14个沿海开放城市,再到搞股份制改革、建立上海、深圳两个证券交易所,以及圈定百家现代企业制度试点企业等,无一不贯穿着以“试点”推动改革的思路。中央提出2D05年是“改革年”,浦东“综合配套改革试点”的推出似可认为是“改革年”的一个标志性动作。据了解,在试点的框架中,建立公共服务型政府正是一个首要目标。
