各市、县(市、区)党委和人民政府,省直属各单位:近年来,我省报刊征订发行中存在着层层摊派、强行征订、过多过滥等问题,已引起基层和群众的强烈不满。为切实减轻基层和群众负担,进一步规范报刊征订秩序,促进报刊出版发行业健康发展,省委、省政府决定,近期在全省范围内对报刊出版发行秩序进行一次全面的清理整顿。现将有关问题通知如下:一、统一思想认识。报刊出版发行工作的规范与管理是一项系统工程,涉及面广,工作难度大。各级党委和政府要从讲政治和加强党风廉政建设的高度,充分认识清理整顿工作的重要性、必要性和紧迫性,统一思想,提高认识,采取切实有效措施,尽快改
In recent years, there are layers of apportionment among the cities and counties (cities, districts) party committees and people’s governments under the provincial government and issues of compulsory subscriptions and excessive over-subscription, which have already caused the strong grass roots and the masses dissatisfied. Party committees and governments at all levels should fully understand the importance, necessity and urgency of the work of rectifying and straightening rectification, and unify their thinking so as to raise their awareness and take practical and effective measures as soon as possible, from the perspective of politics and the building of a clean government.
