中原油田专业化重组后,油气生产单位与专业化单位效益意识更加突出,服务保障更加及时,但从实际运行来看还存在一些问题。安全责任划分不细,关联交易价格体系滞后,项目考核不重视整体效益,施工服务监督评价机制不完善,需要简化工作程序,完善价格体系,强化监督评价,提升内部服务质量和效率。通过问题导向,中原油田建立了内部市场化运行机制。
After the specialized reorganization of Zhongyuan Oilfield, the efficiency awareness of oil and gas production units and specialized units is more prominent, and the service support is more timely. However, there are still some problems in terms of actual operation. The classification of safety responsibilities is not fine, the price system of related transactions lags behind, project evaluation does not pay attention to overall benefit, construction service supervision and evaluation mechanism is not perfect, and work procedures need to be simplified, price system improved, supervision and evaluation enhanced, and internal service quality and efficiency enhanced. Through problem-oriented, Zhongyuan Oilfield established an internal market-oriented operating mechanism.
