尽管整体方案迟迟未能亮相,但多个参加医改协调小组的部委已经在各自领域酝酿着一系列涉及医改的新政策。前不久,财政部副部长王军表示,财政部近期正在重点研究如何逐步提高对城镇居民基本医疗保险制度和新型农村合作医疗制度的补助标准。王军是在由劳动和社会保障部、财政部、国家发改委、卫生部等20多个部门9月22日主办的“中国社会保障论坛第二届年会”上说这番话的。同一天,也是在这个论坛上,卫生部副部长高强首度公开了卫生部“三医联动”的医改思路。
Despite the delay in the overall program, a number of ministries participating in the medical reform coordination group have been brewing a series of new policies concerning medical reform in their respective fields. Not long ago, Vice Minister of Finance Wang Jun said that the Ministry of Finance is focusing on how to gradually raise the standard of subsidies for urban residents’ basic medical insurance system and new-type rural cooperative medical system in the near future. Wang Jun said this on the Second Annual Meeting of the China Social Security Forum hosted by more than 20 departments including the Ministry of Labor and Social Security, the Ministry of Finance, the National Development and Reform Commission and the Ministry of Health on September 22. On the same day and also at this forum, Gao Qiang, vice minister of health, made the first public medical reform thinking of the Ministry of Public Health and the “Three Medical Cooperatives”.
