经济和社会的不断发展给中国政府执政能力带来严峻挑战,而适当运用人力资源管理理论工具将对政府执政能力提升产生积极影响。文章通过梳理人力资源理论发展历程,分析国外政府人力资源管理经验,立足于中国政府人事管理现状,提出有助于执政能力提升的路径和方向。
The continuous development of economy and society poses a serious challenge to the Chinese government’s ability to govern. Proper use of human resource management tools will have a positive impact on the government’s ability to govern. By combing the development history of human resource theory and analyzing the experience of human resources management in foreign countries, the article puts forward the path and direction that contribute to the improvement of governing ability based on the current situation of personnel administration in Chinese government.
