刘玉成常说,一个人活着,没有点精神、没有一点志气是不行的。七十年代他所领导的黑山煤矿连续十年超额完成产煤计划,成为全国少有的稳产、高产煤矿。八十年代初,他又受命于煤炭新开发,为300万吨的兴隆庄煤矿的建成做出了突出的贡献。长期的磨炼,铸成了他不畏艰难、勇于开拓的性格。1981年,他又承担了矿区自营铁路的筹建重任。矿区办铁路,当时在山东还没有先例:一无铁路经验可循,二无模式可鉴。摆在他面前的是一片空白,一切都要从零开始。第一个难题就是“自营”问题。他多次上北京,陈说煤矿自主办铁路的好处,并拿出了《办好矿区自营铁路的可行意见》。在煤炭部的支持下,很快赢得了铁道部、济南铁路局的理解,敲定了矿区铁路由企业自办的方向。

With the support of the Ministry of Coal, it quickly won the understanding of the Ministry of Railways and Jinan Railway Bureau and finalized the direction of the railway run by the enterprises themselves.
