低碳试点是推动我国经济和社会低碳化转型、实现“十三五”规划纲要确定的低碳发展目标和“2030年左右二氧化碳排放达到峰值且将努力早日达峰”国际承诺的重要途径。自2010年7月以来,国家发改委先后发布三批次低碳省区城市试点工作通知、低碳工业园区试点工作方案、低碳城(镇)试点工作通知和低碳社区试点工作通知,形成了涵盖不同层级、各有侧重、相互补充的低碳试点体系。浙江也在2016年开展了省级低碳试点的工作,确定包含低碳城市、低碳县市、低碳园区
