新闻背景:2007年,从上海市范围内遴选出的包括品牌学校、教育中介机构等在内的“优质教育资源”受政府委托管理起了20所农村中小学校,助推农村中小学迅速走上内涵发展之路。由上海市教委出资购买专业化服务,委托优质学校或教育中介机构管理相对薄弱的农村中小学校,在其“体内”植入先进的教育理念和学校文化,使其迅速提升办学水平和教学效率,有效提高了农村薄弱义务教育学校的办学水平与教育质量。20个“优质教育资源”与被托管的20所农村学校签约之后,在为期两年的“托管”时限内,学校的隶属关系保持不变。
