近年来,我国水上运输含水矿产品发展迅速,但是载运含水矿产品船舶沉船事故屡有发生,造成了重大人员伤亡和财产损失,也给水上交通运输安全监管工作带来了沉重压力。当前,加强水运含水矿产品安全管理,有效遏制此类沉船事故多发势头,是业界急需研究解决的重要问题。
