查本省公營及公私合營之各種工礦企業,過去由於省工業廳未建立,領導機構未臻完備,曾分別由商業、交通兩廳兼管,有的由專署、市、縣政府代管;在解放後一年多以來,由於各地領導機關各廠幹部依靠廣大職工積極努力,曾做了不少工作,獲得不少成績,給今後恢復發展我省工礦生産奠定了一定的基礎。但這種分頭兼管與代管辦法使領導不統一,制度不統一,器材使用成品推銷等亦均不易統盤籌劃,不但使各廠感到多頭領導無所適從,而且亦無法避免我省工礦業生產中的盲目性和無政府狀態。爲了避免上述缺點,有計劃的恢復和發展本省工礦業生產,特規定:
