建立和完善“大刑侦”格局已成为各级领导和广大刑侦干警的共识。然而,怎样认识、如何建设和完善“大刑侦”格局,却是目前在理论和实践中均尚未完全解决的问题。“大刑侦”格局的表述“大刑侦”格局的观点,自1992年首次提出以来,在理论上和实践中,出现了多种理解和阐述。其中具有代表性的是冀仁贵提出的观点,即“是公安机关在同刑事犯罪斗争中,为适应严峻复杂的治安形势所必须采取的坚持和依靠各级党委的领导,坚持公安机关的专门工作与群众路线的密切配合,坚持以刑侦专业队伍为主体,其他各警种积极参与,各有关地区联合行动,条块结合,上下贯通,快速进攻,基础厚实,攻防兼备这样一种总体作战格局。”并提出了这一格局起码要具备的四个条件:“一是公安机关上上下下要形成共识,各警种各部门要有强烈的侦察意识,刑侦基础共享。二是形成纵向到底,横向到边,条块结合的工作体系。三是具备攻防兼备的实战能力,尤其是快速反
