国土开发整治被列入国策,正式进入中央和地方各级政府工作序列,到今年恰好十年。十年间,它在我国现代化建设中的战略意义越来越引起人们的关注。 1981年4月2日,中共中央书记处作出关于国土开发整治的决定。同年10月7日,国务院批准设置国土局。此后,各省市自治区相继组建国土工作机构,国土资源调查、国土规划编制,重要自然资源利用的计划管理、相关法规的制订,重大国土开发整治问题的研究,一批小地域国土整治试点、重大建设项目论证……一系列工作以前所未有的规模在全国各地展开。它先后动员了各级政府部门、科研单位、高等院校、社会各界一百多万人参加,形成多种文字专著、图册、资料,其内容之丰,规模之巨,堪称一绝。 为什么花这么大力气干这些事?
