轨道、路基、桥梁、隧道是工务部门的四大主体工作,目前运营线的设备状态,路基仍属工务工作的薄弱环节。“八五”期间的前四年,据不完全统计,全路主要干线汛期由于水害中断行车达772次,累计中断运营时间达9 083小时,其中80%以上的断道原因发生在路基上;四年中由于水害造成重大行车事故13件,其中有10件是由于路基原因造成的,这一切给铁路运输带来了很大损失,在社会上造成不良影响。据工务部门1994年秋检资料,全路71 338公里正线上,存在着路基病害81082处,达11055延长公里,影响运能的提高及安全行车,成为铁路大动脉畅通的隐患。

All these brought great losses to railway transport and caused adverse social impact. According to the information collected by the Public Works Department in autumn inspection in 1994, there were 81,082 roadbed diseases at the length of 71,338 kilometers on the entire road, reaching 11055 kilometers in length, affecting the improvement of transport capacity and safe driving and became a hidden danger of the smooth passage of the railway artery.
