一、企业实行股份制改造出现的问题1.认识上的偏颇。无论是政府,还是企业,存在的问题是对股份制性质、作用、目的缺乏正确的认识,主要表现如下:表现之一,从企业内部来看,经营者和职工不愿意搞股份制。有些企业怕改组股份制后,政府和主管部门会撒手不管,只要企业有效益,能开支,政府给予多方照顾就行。效益差的企业,职工风险意识差,担心投资入股会受损失,也不愿搞股份制。在政府行为中,还存在着唯成份论,即摆位上先国有,后集体,最后股份制和私营企业,导致企业实行股份制改造多数是推动型的,自主自愿的不多。
