阐述了国防科技工业标准化是国防科工委管理的主业之一 ,只有搞好顶层设计才能适应新的管理体制和形势 ;只有狠抓标准的实施与监督 ,才能充分发挥标准化作用 ;狠抓“三大规范”的编制和先期研究 ,有利于降低研制和质量风险 ,确保可持续发展 ;坚持标准化和国际接轨 ,坚持军民结合 ,才能使国防科技工业走向国内外市场。
Explained that national defense science and technology industry standardization is one of the main businesses managed by the Commission of Science, Technology, Industry and Technology for National Defence. Only by doing a good job of top-level design can we adapt to the new management system and situation. Only by vigorously implementing standardization and supervision can we fully exert the role of standardization. The preparation and preliminary study of the “three major norms” will help reduce research and quality risks and ensure sustainable development; adherence to standardization and international integration, and the combination of military and civilian forces will enable the defense science and technology industry to move toward domestic and foreign markets.
