江泽民同志在九届人大五次会议上分组时讨论指出:“农业、农村、农民问题是关系改革开放和现代化建设全局的首要问题。农业兴,百业兴;农民富,国家富;农民稳,天下稳。”作者针对当前农村基层政权建设的情况,提出了解决问题的办法:1、加强村民自治2、加强法制建设3、加强民主监督。从而深入阐述了“民生”是农村基层民主政治建设的关键,也是恐固农村基层政权的重要基石。
