The 2013 China Ocean Economic Development Report (2013) shows that from the perspective of the scale of marine economic development and the diversity of industries and the concentration of marine scientific research and education, China has formed eight major marine industrial cluster centers from north to south: Dalian, Tianjin, Qingdao, Shanghai, Zhoushan, Ningbo, Xiamen, Guangzhou. Dalian has advantages in marine utilization industry and high-end marine information service industry. Tianjin has witnessed rapid development in desalination and equipment manufacturing, marine chemical industry and marine information technology, and has enjoyed rapid development in Yantai, Shandong,
