随着8月23日北京市首次以挂牌方式出让的中关村核心区海淀欣苑Ⅰ—3号土地被远中集团北京远中房地产开发有限公司以2.7亿元人民币竞得,一场被人们称之为“土地革命”、“阳光下的土地政策”的土地使用权出让制度的改革已然全部拉开了帷幕。回想上半年被炒得纷纷扬扬的广渠门东五厂地区48公顷土地首次以拍卖方式出让、西红门镇的经济适用房与商品房开发用地首次以招标方式出让,至此,《北京市人民政府办公厅转发市国土房管局等部门关于停止经营性项目国有土地使用权协议出让有关规定的通知》(京政办发[2002]33号)文件中规定的三种土地使用权转让方式已全部登台亮相。对于这次意义深远的改革,无论是政府官员、学界专家、购房者还是多数开发商都给予了不同程度的肯定。尤其是广大购房者更是对此寄予厚望,他们期望通过这次改革尽快将北京居高不下的房价打压下来,同时通过透明、公开的竞争将更多有实力、讲信誉的开发商引入北京房地产市场,进而让房屋的品质和服务有一个大幅度的提升。然而,根据我们调查和分析,事情却并不简单,房价在短期内非但不会下降反而有上升的可能。
