加快计委工作职能的转变,需要更新几个观念:(1)改变计划的功能主要是组织具体经济活动的观念,树立主要在于宏观导向,调节控制的观念;(2)改变计划只作用于全民所有制企业的观念,树立计划作用覆盖全社会的观念;(3)改变计划机制排斥市场机制的观念,树立把计划与市场有机地统一起来的观念;(4)改变编制计划只是下指标的观念,树立编制计划主要是制定产业政策,为企业提供适宜环境的观念;(5)改变计划调节等同于指令性计划的观念,树立计划调节是多种形式、多种手段综合运用的观念。改变以上观念就为转变计委工作职能创造了前提条件。
To speed up the transformation of the work functions of the PCSC, several concepts need to be updated: (1) The function of program changes is mainly to organize the concept of specific economic activities and establish the concept of being mainly macro-oriented and regulatory control; (2) The concept of ownership of enterprises, establish the concept of planning the role of the whole society; (3) change the concept of the planning mechanism excludes the market mechanism, and establish the concept of organic unity of the plan and the market; (4) (5) To change the concept that plan adjustment is equivalent to mandatory plan, and to establish that plan adjustment is a concept of multi-form and multi-means comprehensive utilization. Changing the above concepts has created the preconditions for changing the work functions of the PCSC.
