宋朝建立之初,宋太祖为改变五代时期官吏恣意用法、法制破坏的现象,采取了一系列的措施。一是改变建国之初多重法令并行的局面,修订《宋刑统》,为官吏判案提供健全的法律条文,且下诏要求各级官吏严格依律行事,保证法律能够有效的推行;二是严厉惩罚不法的官吏,且着重于对贪官污吏的整治,同时,奖励对违法官员的奖励,使官吏不敢任意枉法。这些措施很大程度上促进了百姓生活、生产的恢复,改变了五代以来的混乱局面,这对于稳固新生政权有着非凡的意义。
