党的十七大以来的五年,是中国特色反腐倡廉建设史上非常重要的五年,是行政管理明显改善、政府系统反腐倡廉成效显著提高的五年。在党中央、国务院和中央纪委常委会的坚强领导下,各级监察机关以改革创新精神,扎实推进执法监察、廉政监察、效能监察和政务公开、纠风工作,形成了一系列的重大命题、重大观点。这些年来行政监察的理论创新成果及启示,对于深化行政监察工作规律和特点认识、加强和改进行政监察工作具有十分重要的意义。
