当前,军队道德建设的当务之急是把军事道德要求转化为国家法律或军事制度,使制度体现军事道德价值,从而起到引导官兵提升道德水平的作用。要通过建立现代军事道德规范体系、夯实军队道德建设的制度基础、加强军队道德建设的配套机制,使制度约束与道德要求相衔接,以理服人和以德服人相协调,切实为官兵营造守德、尚德的良好制度氛围。
