Liaoning Province has nearly 1.7 million professional and technical personnel of all kinds, improving living and working conditions, stabilizing the team and mobilizing the enthusiasm is a systematic project. Only a focused and step-by-step approach can be taken. After the science and technology conference, Liaoning Provincial Personnel Office decided that “real” should do several practical things for science and technology personnel and put forward five measures.
