2月7日召开的国务院常务会议决定,合并新型农村社会养老保险和城镇居民社会养老保险,建立全国统一的城乡居民基本养老保险制度。就养老问题凤凰财经记者日前采访了浙江工商大学朱海就教授。扶持弱势群体总比三公消费强在财政总盘子不变的情况下,财政资金更多地用于扶持弱势群体,总比花在官员吃喝玩乐上强得多,所以这一政策也符合伦理。当然这也可以视为对农民等低收入者的补偿。
