柳州市１９９６年“７．１９”洪水，经分析是超过１００年一遇的洪水灾害，其主要成因是融江、龙江两流域普降大至暴雨，并汇流集中在柳州形成洪峰，加之柳江中、下游亦因连降大至暴雨使水位升高，对上游洪水产生顶托，致使洪峰持续３小时之久。“７．１９”洪水灾害使该市经济遭受到严重的损失也带来了反思，在总结防洪抢险工作经验教训的同时，应研究积极有效的措施，以提高流域防汛抗洪能力。
