The IETF’s RSVP (Resource Reservation Protocol) will be an effective measure to allocate IP network bandwidth and guarantee service quality. However, there are still some problems to be solved before RSVP is widely used. One of the biggest holes to be filled was the draft COPS (Common Open Policy Service) agreement on QoS (Quality of Service) signaling released by the IETF in February.
