回顾十多年来改革的历程,我感到没有充分重视对马列合作制理论的宣传和推广是改革中不应有的一个失误。无产阶级的国家政权以及社会主义制度的确立理应为合作制从空想变为现实提供了前提。可是,在今天的改革大潮中却掀不起合作制的波涛,激不起劳动大众对合作事业的巨大热情。当然,并不否认,有时在政府的一些文件中也确实出现过要完善合作制的号召。但是,如果没有相应的配套政策和得力的措施,这样的号召就往往难于得到真正的落实,总之,这一切使人们不禁要问,难道合作制在中国大地就真的不时兴了吗?!要回答这个问题,不妨简略地考察一下世界社会经济发展的历史和现状。
Looking back on the course of more than a decade of reform, I feel that I have not paid sufficient attention to the propaganda and promotion of the Marx-Israel cooperative theory as an unwarranted mistake in the reform. The establishment of the proletarian state power and the establishment of the socialist system should provide the prerequisite for the transformation of the cooperative system from fantasy to reality. However, in today’s tide of reform, the upsurge of cooperation can not be set off and the enthusiasm of working people in the cause of cooperation can not be stimulated. Of course, we do not deny that there are times when it is true that there have indeed been some calls for improving the system of cooperation in some government documents. However, without appropriate supportive policies and effective measures, such calls are often difficult to be truly implemented. All in all, people can not but ask whether the cooperation system really is not fashionable in the land of China? To answer this question, we may briefly examine the history and current status of world socio-economic development.
