After the victory of the war of resistance against Japan, our party once put forward the slogan of “a new phase of peace and democracy” and think that the possibility of realizing this slogan is great. In the basic estimation of the Central Government, most of the academic circles agree with each other’s attitude. Some comrades even consider this slogan as a fact once. From what I have seen, the Central Government believes that the realization of the “new phase of peace and democratization” is based on the following points: The unprecedented strength of the liberated areas, the firm opposition of the entire nation to the civil war, the impact of the international situation and Chiang Kai-shek’s internal difficulties and contradictions.
