一九五○年山东各地黄河春修将于三月四日至十日络续开工。为此,省人民政府已发出指示,要求沿黄各级人民政府认真贯彻中央人民政府黄河水利委员会关于一九五○年治黄任务和要求,切实执行山东省黄河河务局的工程计划。我们在此号召参加黄产春修的广大干部及沿黄广大群众热烈响应上级号召,为完成一九五○年黄河春修任务,奠立一九五○年黄河防汛的胜利基础而奋斗。一九四九年黄河防汛获得了伟大胜利,创造了光辉记录;但是,正如省府指示中所指出,我们要切戒自满。去年的胜利是光荣的,增加了人民今后治黄的信心;但是去年的胜利尚不能从根本上解决黄河问题,永除黄灾,因此,决不可使我们麻庳松懈。
The spring repair of the Yellow River in Shandong around 1950 will be started from March 4 to March 10. To this end, the Provincial People’s Government has issued instructions urging the people’s governments at all levels along the Yellow River to conscientiously implement the Yellow River Conservancy Commission of the Central People’s Government regarding the tasks and requirements for the rectification of the Yellow River in 1950 and earnestly implement the project plan of the Yellow River Bureau of Shandong Province. We hereby call for participating in the broad masses of cadres in the Spring Training of Huangshan and the enthusiastic response of the broad masses of the people along the Yellow River to their superiors for the accomplishment of the task of spring repair of the Yellow River in 1950 and the founding of the victory foundation of flood control in the Yellow River in 1950. In 1949, the flood control of the Yellow River won a great victory and created a glorious record; however, as the provincial government indicated, we must not be complacent. The victory last year was glorious and increased people’s confidence in treating the future. However, the victory of last year can not yet fundamentally solve the problem of the Yellow River and eliminate the yellow calamity forever. Therefore, we must not slacken our malaria.
