根据电力负荷预测资料,1988年广西壮族自治区需电量109亿千瓦小时,但年底统计全区实发电量102亿千瓦小时,缺口7亿千瓦小时。据1987、1988两年统计,仅主电网内就增加负荷40万千瓦以上,而主网没有新的电源投入,直至1989年初来宾火电厂才投入一台12.5万千瓦的机组。地方电力方面,1987、1988两年新增小水电10.5万千瓦,但远远满足不了乡镇企业和农村用电迅猛发展的要求。到1990年,按照自治区“七五”计划目标,工农业总产值为314亿元,总需电量将达126亿千瓦小时。而发电量的增加,主网只增来宾火电厂2×12.5万千瓦装机,年电量7亿千瓦小时;全区小型水火电新增装机约10万千瓦,年电量约3亿千瓦
