八届全国人大常委会第二十二次会议通过了《中华人民共和国乡镇企业法》,并将在1997年正式施行。这是广大农民和乡镇企业职工期盼己久的一件大喜事。它标志着乡镇企业进一步发展和提高有了强有力的法津保证,标志着乡镇企业的发展和管理步入法制轨道。作为乡镇企业行政管理部门,我们要认真学习《乡镇企业法》,落实法律赋予我们的规划、协调、监督、服务四大职能,确保乡镇企业持续、快速、健康发展。一、把握两头,认真规划,引导乡镇企业发展。规划,即是宏观管理,是促进乡镇企业健康发展的重要前提。要搞好乡镇企业中、长期及年度发展规划,关键要把握两头,一是吃透上头精神,二是摸清下头情况,这就要求我们必须深入学习党和国家的各项大政方针,学习邓小平建设有中国特色的社会主义理论,熟悉市场经
The Twenty-second Meeting of the Eighth NPC Standing Committee passed the Law of the Township Enterprises of the People’s Republic of China and will be officially implemented in 1997. This is a happy event for the peasants and township and village enterprise workers looking forward to for a long time. It marks a strong legal guarantee for the further development and enhancement of township and village enterprises, marking the entry into the legal system of the development and management of township and village enterprises. As the administrative department of township enterprises, we must conscientiously study the Law on Township Enterprises and implement the four functions of planning, coordination, supervision and service entrusted by law to ensure the sustained, rapid and healthy development of township and village enterprises. First, take hold of both ends, seriously plan and guide the development of township enterprises. Planning, that is, macroeconomic management, is an important prerequisite for promoting the sound development of township and village enterprises. To do well in the long-term and annual development planning of township and village enterprises, we should grasp the key to the two aspects. One is to understand the spirit of the head and the other is to find out the situation.
