1993年5月,公安部向全国公安机关发出了关于禁止保安服务公司经营各类枪支的通知。据悉,1993年4月26日公安部关于坚决禁止生产、销售钢珠枪、电击怆、催泪枪等仿真手枪的通知下发后,各地公安机关普遍比较重视,不同程度地开展了查禁工作,并取得显著成绩。但近一时期,相继发现部分地区保安服务公司违反规定生产、销售和使用钢珠枪、催泪枪、电击枪等仿真手枪,有的还以广告函等形式大量推销,在社会上造成恶劣影响,已经到了必须采取措施的地步。
