全国卫生工作会议胜利闭幕了,在贯彻落实会议精神的时候,必须注意抓好两个“龙头”。 在卫生事业发展中,卫生改革是“龙头”,事业发展中遇到的主要问题,只能在卫生改革中求得解决。许多卫生工作,都可以在改革中找到位置,因此必须下大力气唱好这个主旋律。在卫生事业宏观改革中,主要要抓好几件大事:一是建立适应我国国情的职工医疗保险制度,这是改变卫生体制滞后经济体制改革的重要方面。职工医疗保险制度的建立,可以减轻企业沉重的医药费负担,保证企业,特别是困难企业职工的基本医疗。这件事做好了,能够促进企业的改革,为国、为民分忧。此项工作由国家体改委牵头,“九五”期间,在试点基础上,基本建立起城镇职工社会医疗保险制度,同时积极发展多种形式的补充医疗保险。二是制定和逐步实施区域卫生规划,改革卫生管理体制。在满足区域内全体居民基本卫生需求的前提下,按照以公
