黑龙江省是林业大省,是全国重点林区之一。全省大部地区属于温带,北部部分地区属于寒温带,为典型大陆性季风气候,具有春、秋两季干旱少雨、大风天数多等特点,是世界气候变化敏感和脆弱区之一,是我国森林火灾频发、重发区,也是森林防火重点区域。近年来,我省森林防火形势日趋严峻,防火工作压力越来越大。面对如此严峻的森林防火形势,省森林草原防火指挥部(以下简称“省森防指”)积极应对、大胆创新,变被动为主动,提出了由传统的季节性防火向科学的全年性防火转变的新思 Heilongjiang Province is a major forestry province and one of the key forest areas in China.
