福建省永安市坚持推动“森林永安”建设工程,大力发展森林资源,实施城乡绿化美化,把提高生态环境质量、释放生态红利作为生态惠农的重要抓手。针对政府重管理轻服务等现象,坚持管理机制创新,切实把政府职能从管理为主转移到为林业经营者提供各类服务上来,为林业发展创造了良好的环境。
Yong’an City, Fujian Province, sticks to the construction of “Forests Yong’an”, vigorously develops forest resources and implements greening and beautification of urban and rural areas. It takes the improvement of eco-environmental quality and release of ecological dividend as the important starting points for eco-agriculture. In response to the government’s reliance on management of light services and other phenomena, it persisted in the innovation of management mechanism and effectively shifted the government functions from management to providing various services for forestry managers, thus creating a favorable environment for the development of forestry.
