1989年5月5日,时任最高人民检察院检察长的刘复之率中国检察代表团出访新加坡、泰国,我以代表团副团长身份随同。飞行途中,刘复之检察长叫他的秘书小雷与我换了座位,我坐到了检察长身边。他谈起了1988年年底,当时一位中央主要负责人在不同场合,反复强调的几句话:——现在要有一个专门机构搞反贪污、受贿,不然很难搞。要有专门手段、专门技术。——外面光有制度不行,还必须有有效的机构。不然举报中心受理了很多案子,搞不出结果
On May 5, 1989, Liu Fuzhi, then procurator of the Supreme People’s Procuratorate, led a Chinese prosecutor delegation to visit Singapore and Thailand.
