2002年8月上旬,全国人大代表、广东电白汉山锁业有限公司董事长黄德明又一次收到了远在贵州省贵阳市的一位名叫沈先治的退休工程师来信。在这封长达4千字的来信中,沈先生详细陈述了自己对国有企业职工下岗、公务员提薪、社会信仰等问题的意见和建议。至此,黄德明与素未谋面的沈先治已有了多次的书信往来、电话联系。原来,沈先生从中央电视台的专题报道了解到黄德明是“一个真正为人民利益当家作主的好代表.称职的优秀代表”后,通过广东省人大常委会与黄德明取得联系,从此便经常向黄德明反映一些“于国于民都有益的意见”。
