阿拉善盟自然环境基础条件恶劣,自然生态修复能力较低,加之社会经济发展不平衡,水土保持工作开展难度较大。从安全性视阈出发,审视水保生态工程的必要性,对于及时总结全盟水土保持工作的经验,在此基础上进一步有效加强自然生态安全、人民的生存安全、社会安全建设,全面规划、科学开展全盟水土保持工作意义重大。
