近两年来,我国正加速立法工作,加强社会主义民主与法制建设。同时,党的知识分子政策,重视与爱护人才的方针,也正在各条战线上认真贯彻落实。但是我们看到,在这样的大好形势下,违反法制原则,肆意诬陷戏剧家的严重事件仍在发生,著名戏剧家杨兰春近两年来遭受到的厄运,就是一例。1983年6月出版的《民主与法制》第六期;刊登了《房迷心窍》一文(作者:姚楠、郑一;以下简称“《房》文”),扬言杨兰春非法强占住房,行文语气之中,实际上把他说成是“四人帮”的人。当时,正值中纪委先后发出了《必须坚决制止党员、干部在建房分房中的歪风》公开信和《再接再厉,狠刹建房分房中的歪风》的通知,要求违章占房者必须在当年“七·一”之前清退完毕,否则将受到从严惩处。《房迷心窍》一文在这样的时机,发表揭发杨兰春非法强占住房的严重事件,并在行文之中加以渲染,这就突出地表明了它的企图和目的。
