不久前,某大报的头版有这样一条新闻:淮河邱家湖段发生多处险情。副标题是:一村干部防汛不力被提请罢免。文中这样写道:“半岗镇镇长郑法光经调查,建议暂停责任人张郢村村委会主任蔡玉连工作,并提请镇人大罢免其村委会主任职务。”村民委员会是村民自治组织,村民委员会主任由村民按照民主程序民主选举产生,必要时可由村民按照法律规定的程序对其进行罢免。《村民委员会组织法》并没有授予镇长暂停村主任工作的权力,更没有授予乡镇人民代表大会罢免村主任的权力。上述报道中提到的那位镇长,不知是对村民自治制度不够了解,还是故意逆法而行。不管怎样,作为对村委会工作负有指导之责的一级政府的领导者,做出这样的决定,着实是令人遗憾的。

In any case, as a leader of the government at the level of government that is responsible for the work of village committees, it is really regrettable to make such a decision.
