在资源与环境的巨大压力下,中国政府已经把发展循环经济,建立节约型社会,作为全面建设小康社会的指导方针。然而目前涉及循环利用资源的政策主要体现在零散的若干环保法律和法规之中,在国家主流宏观经济调控政策方面,还没有把发展循环经济作为一项重要内容。因此,本文重点分析了发展循环经济应采取相应财政政策的理论依据,并提出了具体的宏观财政政策措施。
Under the tremendous pressure of resources and the environment, the Chinese government has taken the guidelines of developing a recycling economy and establishing a conservation-oriented society as an overall goal of building a moderately prosperous society. However, the current policies concerning the recycling of resources are mainly embodied in a number of scattered environmental laws and regulations. As for the mainstream macroeconomic regulation and control policies in our country, the development of circular economy has not yet been taken as an important part. Therefore, this article focuses on the theoretical basis for the development of circular economy should take the appropriate fiscal policy, and put forward specific macro-fiscal policies and measures.
