亚太经济合作组织(APEC)于1996年11月在菲律宾召开了第四次领导人非正式会议,该会议首次通过了有关经济技术合作的纲领性文件——《加强经济技术合作框架宣言》。该文件的发表,使亚太经合组织在贸易投资自由化和经济技术合作两大领域的活动具有了同等重要的地位,这标志着亚太经合组织进入了一个新的发展阶段。本文拟着重探讨经济技术合作的问题。
The APEC held its fourth informal meeting of leaders in the Philippines in November 1996, and for the first time adopted a programmatic document on economic and technological cooperation, the “Framework Declaration on Strengthening Economic and Technical Cooperation.” The publication of this document has given APEC equal importance in its activities in the two major areas of trade and investment liberalization and economic and technological cooperation. This marks APEC’s entry into a new stage of development. This article will focus on the issue of economic and technological cooperation.
